The Authority licenses; since 1 January 2025 the police block

The Gambling Regulatory Authority licenses one operator for remote gambling in Singapore. Blocking of access, of advertising and of payment transactions moved to the Singapore Police Force with effect from 1 January 2025, and most pages written about this subject still describe the earlier arrangement.

Two questions get merged into one. Who decides that a gambling service may operate here, and who stops one that may not.

Until recently the same body was the visible answer to both. With effect from 1 January 2025 that changed: blocking access to unlawful remote gambling services, blocking their advertising, and blocking the payment transactions attached to them passed to the Singapore Police Force.

What the Authority actually does

The Gambling Regulatory Authority administers the framework built by the Gambling Control Act 2022 alongside the Gambling Regulatory Authority of Singapore Act 2022, with the Casino Control Act 2006 covering the land-based casinos.

Its work is licensing and its own enforcement: issuing permissions, attaching conditions to them, investigating, and acting where conditions are breached. It states on its own site that Singapore Pools (Private) Limited is the only operator it licenses to provide remote gambling services.

The Authority is also careful about what a licence is. It is a permission with conditions attached, not a certificate that a service is safe or that a player will be treated well. That distinction runs through everything on this site: a permission is evidence about an operator's standing with an authority, never evidence about its cashier.

Section numbers are absent from this page on purpose. The framework was checked at the regulator rather than clause by clause in the statute, and a citation implies a reading. What is read clause by clause here is operator terms, where every figure travels with the clause it came from.

Three kinds of blocking, and what each one reaches

Access blocking acts on the route between a person and a service. It is applied through the network rather than through the operator, and its effect is an error page.

Advertising blocking acts on the promotion of a service — the pages, placements and channels through which it reaches an audience here. It is the instrument least visible to a reader, because its success looks like an absence.

Payment blocking acts on the transactions attached to a service. This is the one that behaves differently from what most readers expect of a crypto operator, and it is worth a paragraph of its own.

Where a payment block meets a crypto cashier

A payment block reaches a payment, and a crypto deposit has a payment in it — it is just not where people look.

The chain leg of a crypto deposit is a transfer between wallets. The step before it is the one that involves a regulated payment: buying the coin, usually with a card or a bank transfer at an exchange. That is a transaction between a person and a financial business, and it is the leg that a payment instrument can be applied to.

So the practical exposure sits at the on-ramp rather than at the casino.

The same is true in reverse. A balance withdrawn as a coin becomes money at the moment it is sold, and that sale is the leg where a payment can be interrupted. A cashier that advertises instant crypto payouts has said nothing about either of those two steps, because neither of them belongs to it.

None of this describes what any individual should do, and this site names no method of avoiding any of it in any framing. It describes which stage of a transfer each instrument reaches.

What none of the three blocking powers does

Move a balance.

Blocking interrupts access, promotion or payment. It does not open an account, close one, void a contract or instruct anybody to release money. Every clause an operator relies on continues to apply to a person who can no longer reach the site: a wagering requirement, a ceiling, a document deadline running against them.

Money already in an offshore account is governed by that account's terms and by the law those terms name, whatever happens to a domain.

A blocklist is also a working document rather than a definitive list of unlawful services. A domain can be added, a mirror can appear, and the mirror can be added in turn. Absence from a list proves nothing about lawfulness — it may simply mean nobody has reached that service yet.

Which is why the check that matters to a reader is not whether a site loads. It is what the operator has committed to in writing, and whether the entity behind the brand can be identified at all — the subject of checking an operator.

What the framework says about the person, not the operator

One feature of this market separates it from most others of its kind, and softening it would be dishonest.

The Authority states that participation in unlicensed remote gambling is an offence for any person in Singapore. In much of Europe the player is a consumer with a poor deal; here the framework reaches the participant directly.

This page reports what the framework says and draws no conclusion from it in either direction. Whether a particular arrangement is lawful for a particular person is a question for a lawyer working from the statute, not for a comparison desk working from operator terms — and the ranges of fine and imprisonment printed in the Act stay unquoted here for the same reason the section numbers do.

What a reader can verify without a lawyer

Three things, all of them documents.

Whether an operator holds any permission at all, by searching its number in the register of the authority that issued it rather than reading the badge in its footer. Five of the ten operators here name Curaçao or the Curaçao Gaming Authority and five name the Anjouan Gaming Board, and none of those ten documents has any standing under Singapore law.

Whether the operator's own restricted-country clause names Singapore. Terms of this kind commonly exclude a market in a clause the landing page never mentions, they can sit under an unrelated heading, and they can be amended after sign-up, which is why the clause is worth rereading before each deposit rather than once at the start.

And which version of a document binds, when an operator's pages disagree with each other — the question worked through on which version binds you.
